Mom Tries to Help Reno PD Find Fraternity Linked Vehicle Owner After Son Injured In Hit and Run

Reno PD have been trying to locate Tyler Winn who lists himself as Vice President of Phi Delta Theta Fraternity on LinkedIn following a hit and run in the early morning hours of January 3rd which injured two people on an escooter and damaged another car.

The mom of one of the victims Michelle Salazar reached out to Our Town Reno sending footage and a police report related to her son’s injuries, while also actively trying to locate Winn.

The last known address for the 30-year-old was 735 West Street in Reno which is the same address as the fraternity.

“A black Toyota Rav4 was westbound in the number two travel lane as well, approaching the scooter, when the vehicle struck the two from behind. The Rav4 continued westbound and later struck a parked vehicle on the right shoulder. The Rav4 then left the scene westbound on 2nd Street, then northbound on West Street,” one of the sections from the police report indicates, before identifying that car as registered in Winn’s name with insurance until the end of January.

“On January 20, 2026, I was assigned to investigate a hit-and-run incident that occurred near W. 2nd St. and Sierra St. in Reno, Nevada,” Detective Benjamin Wright writes in the latter section of the police report for the hit and run. “The involved parties were identified as Tyler Wynn, [correct spelling is Winn] registered owner of the first vehicle; Austin Salazar, operator of the scooter; and Mikhail Ulrich, passenger on the scooter. Paul Ruprecht was identified as the registered owner of a second vehicle involved in the incident.

Several witnesses were identified as being present during the incident, including Preston Holden, Devin Connolly, and Jacob Barlow. Statements from these witnesses have been collected or are pending to assist in determining the sequence of events and circumstances surrounding the hit-and-run.

Further investigation is focused on establishing liability, obtaining available video footage, and documenting any injuries or property damage sustained. Follow-up interviews with the involved parties and witnesses will be conducted as part of the ongoing investigation.”

Detective Wright writes he then attempted to locate Winn on the morning of February 5th.

“My objective was to locate his vehicle and determine whether any observed damage was consistent with the reported crash. I responded to 735 West St., Reno, Nevada, where I contacted several young men at the residence. They advised that Tyler Wynn [spelling should be Winn] was not staying at that location. I was unable to locate Tyler Wynn [spelling should be Winn] or his vehicle at that time.

I then went to the University of Nevada, Reno Police Department (UNRPD) to determine whether Tyler Wynn [spelling should be Winn] was a student or had a registered parking pass. Officer Green with UNRPD confirmed that Tyler Wynn [spelling should be Winn] was not currently enrolled at UNR and did not have an active parking permit.

After leaving UNRPD, I returned to the Reno Police Department main station at approximately 1000 hours on February 5, 2026, and contacted RTIC to inquire about any camera or license plate reader (LPR) scans associated with Tyler Wynn's [spelling should be Winn] vehicle. I learned that the vehicle's license plate had been scanned on February 3, February 4, and February 5, 2026, at approximately 0745 hours on each date.

On February 10, 2026, at approximately 0730 hours, I responded to the area of El Rancho Dr. and N. McCarran Blvd. in an attempt to locate Tyler Wynn [spelling should be Winn], make contact with him, and observe any damage to his vehicle. I was unable to locate Tyler Wynn. [spelling should be Winn].”

Ultimately, I was unable to file charges in this case. Unless additional information becomes available, the case is suspended.”

“He can run, but he can't hide forever,” Michelle Salazar wrote to Our Town Reno, as she was currently chasing down multiple leads to find him.
